SPARK is an independent, non-political, not-for-profit foundation, based in Amsterdam, The Netherlands and aims to contribute to the reform process of educational and economic institutions in post-conflict societies in a sustainable way and demands the pro-active participation of local communities.International Director of Higher Vocational Business College (M/F)SPARK invites applications for the position of International Director for a newly established International Higher Vocational Business College in Mitrovica (ICM) (Kosovo). The appointment is for an initial period of one year with the possibility of extension.In 2009, an International College for Business Studies will be established in Mitrovica, aiming to improve the dire economic prospects youth face. The College will provide students with the necessary practical skills to become high-skilled professionals in local businesses. Diplomas will be awarded under a double degree system with a European partner institution (to be selected by tender). The college will offer 2-year vocational diplomas, with a possibility for a further 1-2 year top-up programme option leading to a Bachelor degree.Main tasks & responsibilities? Carry final responsibility for the day-to-day management of the College? Represent the College in accordance to the policies laid down in the ICM statutes ? Provide leadership and programmatic oversight for the programme, research, administrative, communication and extension functions of the College? Manage the total annual budget of the College? Prepare work-schedule and operational plans? Report to the Supervisory Board of the ICM. The Director shall be responsible to the Supervisory Board for the effective working and good order of the ICM Foundation and for its management within the policies determined by the Supervisory Board.Requirements & assets:? Work experience in a tertiary educational institution, especially in the education and training in Business Studies ? Minimum of twelve years post-qualification working experience including lecturing ? Minimum of six years Senior Management level experience ? Excellent oral and written language skills in English? Have a significant record of success in attracting financial support from foundations, corporations, governmental sources and private donors? Proven ability to work in a culturally diverse context, especially supervising senior staff of different nationalities? The organization in the Netherlands represents a business of about 70 million euros turn over per year and about 200 employees.Job description An external shared service centre is in charge of the accounting and HR functions. The position is newly created, the job is hands on and requires the management of two fields:Quality Health Safety and Environment The company is ISO certified and this area is a main priority for the group therefore this will be your direct task. You will have to manage a quality task force in the operations to make sure the quality management system is implemented and brings the expected results. You will follow the main QHSE targets develop the necessary indicators. You will make sure all legal requirements are enforced in the QHSE field. Administration and HRWith a small dedicated team the local tasks that you will manage consist of making sure the relevant data are timely integrated in the systems and that the reports are consistent with reality. The major issues are management of Day sales outstanding, VAT declarations, payment allocations. On the HR side the control of variable pay elements, the implementation of standard procedures in staff appraisal, the set up and follow up of training programs are the key success factorsRequirementsYou have an international mind set and at least 7 years of relevant work experience dealing with procedures and administration. A fluency in Dutch and English (both written and verbal) is necessary. French is a clear asset. You possess the skills to manage a team and you're able to liaise with different kinds of people. You are flexible in your work duties and will perform as a manager who will take on operational work as well. Furthermore you're enthusiastic, flexible and willing to grow. Experience in ""change management"" is important as well as the ability to handle and ""coach"" in a professional way.
